He's a stealthy ninja, shuriken augment strips armor (which makes him great for scaling) and his 4 is great as well. #3 with covert lethality one shots all enemies no matter the level, and his 2 is invisibility.
His kit overall is very solid, and because of his armor stripping can effectively use any weapon reliably (especially past level 200 where armor scales very high).
Youtube will give you even more info, he's a great frame to play.
It's similar to how you only see people using spin-to-win whips/polearms used even though there are 300+ weapons in the game.
It comes down to people being lazy or just not having the skill to use anything that requires you to actually play the game. They would rather press 1 button over and over or using macros to kill everything.
Sadly though, it's not entirely their fault, they just exploit what is unbalanced. It's ultimately DE's fault for not changing the way these things work.
Also there is like 30+ frames and is quite rare to see anything outside the meta
But by no means does that make him a bad frame. Just personal choice, I suppose. Play whatcha want, man. No need to follow the meta for everything.
Just don't play Limbo.
