Best nuke frame
I think maybe rhino,volt or saryn

There isn't really a "best". However, the ones that are generally good for nuking are Volt, Saryn, Banshee and Gara. Ones that have "semi nukes" where they kill things fast but not instantly blowing up a area would be Ash, Frost, Mesa, Revenant, and Wisp to name a few. There are some others but they don't really "nuke" in the way you expect them to as some of them don't have good damage scaling like Rhino only scales to around 4k damage with his stomp.

Rhino. Nuke. Pick one. You can't have both. Rhino doesn't have damage scaling.

Mesa only a "semi-nuke", and banshee a full nuke. Wha...?
