Can't synthesize elite arid lancers

So I was doing this quest called The New Strange and it told me to synthesize 3 elite arid lancers and I can't seems to do it, I had the right scanner equided and I did found it and I even used the trap, but when I tried to scan the blue dots it doesn't work for me can somebody help?

OK I got the scan finally but I still want to know one thing, I can't seems to find a second one after I scanned the first do I need to find it myself or do I need to do it separately

Only one synthesize target per mission, yes. You gotta redo the mission until you get them all.
