Depending on rank of mission, you can usually level a frame within 2-3 runs of this while also opening a bunch of random relics. This lets you level and do some things that still benefit you in the long run and generally take the same amount of time in a level 30 frame as they take in a level 0 frame.
There ARE good reasons to lock non level 30 frames out of the higher difficulty mission like Elite Sanctuary Onslaught, Arbitrations and Sorties.
One reason is because people would leach the heck out of them and make it more difficult to complete the missions for people that are actually running it instead of using it as a way to level their warframe.
Another reason is that it allows them to bump up the affinity gain in certain areas to give better focus without turning them into insane frame leveling areas which would mean they'd be full of leaches and defeat the purpose of having a high focus gain area.
Another reason is that it's already very fast to level any and all gear in other, less difficult locations.
Honestly, if I really want to work a frame, I can go through 5-7 formas worth of leveling in a few hours time just running Hydron and Sanctuary Onslaught and still contribute plenty to the squad with weapons that are capable.
Plus, if you’re good enough-can’t the 3 of you handle at least up to wave 20 yourselves? I know I can solo with any weapon or frame that I might be leveling. I think it’s reasonable to expect anyone else around MR 20 to be able to do the same, right? At that point you should have enough experience with different weapons and frames that you could kill and survive no matter what they put in your hands.
And if you can’t, well maybe DE should add a game mode where you’re randomly force switched weapons and/or frames so people stop whining about how easy all the content is with their maxed out best gear.

If you have time to play a grind game, you have time out of your life to sit down and do it. More so, most people who quit wave 5 immediately queue another round of Hydron. If you don't have time to play, don't play. The number of people who quit also shows that what your saying only really accounts for a small fraction of those players, and if you can't handle 5 minutes or less of Hydron, depending if a Saryn or equinox comes, you definitely wouldn't have turned the game on.
It takes one round when people aren't idiots. A 15 minute, 15-20 wave run is preferable to 2+ 10 minute, 10 wave runs. Cannot for the life of me understand why people insist on extracting before wave 15 when they go there specifically to level.
I agree, I'd rather stay to 20 or at least until everything is maxed, but many people don't want to stay to the point where leveling gear has to kill 2-3 noxs every round.
This is even more of an issue if they're leveling a frame that is squishy and don't think they can count on the other squishy levelers to survive and revive so they don't have to blow affinity to stand up.
Then there is the factor where the above issues condition people into always just leaving at 10 because it's a lot easier to just bail instead of trying to analyze whether the team can continue past 10 and / or if the person killing everything is going to last-instant-bail on the extract timer.
I know there have been several times I've been in Hydron with a freshly forma'd weapon and frame and gotten to the 5 round mark and still been over 60% damage and realize there is no point in staying to 10 before leaving to find the second run I'll need to finish leveling.
This comment disregards formaing. This game isn't that complex, frames and their abilities and their synergies can generally be learned quite quickly. You don't need to make the re-leveling process ultra slow just to educate the player on how to use a frame they may or may not already understand/have used extensively. That seems like a massive reach.
