The Codex's 'universe' tab has an archive of where mods drop that's pretty useful.
Things like Serration, Hornet Strike, Pressure Point, Vitality and what not tend to be drops on basic enemies so it's just a matter of killing enough of them. Or trading a tiny bit of plat for unranked versions of them on trade chat. (Not that I reccomend that, just that it is a method open to you.)
Early on it was more about getting the resources to rank up the mods I had to fill those jobs like 'giving me electric damage on melee' rather then getting the mods themselves.
A lot of very useful staple mods can be found from the boxes in the hidden rooms in the void maps. There's guides all over youtube for finding them, but things like Streamline are very much worth the loot hunt.
Beyond that, there's the dual stat Nightmare mods, the dual stat spy mods and the like. Then you get into things like Primed mods, but those are either trade for plat (and the pile of credits for the trade tax for them) or wait on Barrow to bring them while you gather dukat fodder.
The wiki for warframe also lists drop locations for stuff and has proven 99% accurate in my experience.
Nightmare mods can be very strong for new players and a few among them are just generally high demand. Easy to farm for.
Spy missions can get you some rare high-demand mods but these are boring and sometimes frustrating (particularly lua spy missions) to do.
I feel that the barrier for entry for orokin derelicts is quite low now, so you can do orokin vault runs with a group pretty easily (make sure you have key blueprints to make vault keys, and coordinate with your group who equips what key). These runs will give you what are called "corrupted" mods, which give large boosts to 1 stat on a weapon but lowers another stat. For example, there's a corrupted rifle mod called "heavy caliber" which increases damage output but reduces accuracy.
Nightmare mode
Some set mods from bounties in Plains of Eldolon are sick, each set has some very good and very rare mods.
And some mods have special drop like [condition overload] that has like one in a million chance to drop from a Butcher but it is a must for any status weapon
Kela De Thaym (Sedna) also drops some mods that can be considered a must - like Medi-Ray or weapon augument mods.
Lua challenge rooms mods are also pretty commonly used
