Atlas doesnt look like a sculpted man of stregnth he looks like a block of stone. And a stone themed name would have suited better as well.
Prime as you said looks like a being in peak physical condition. Ala Atlas
Was kinda wishing Atlas Prime would be super ripped and look like a Pillar Man, but he kinda looks like a toned down Chroma design that was recylced.
Overall he's not very interesting to look at.
Yes he looks like a generic musclebound frame. Atlas had a unique shape. The prime frame should resemble the original, like just about all the others do. Zephyr looks like Zephyr Prime, Mirage looks like Mirage Prime, etc. I'm almost sure they didn't use Atlas as a template at all for his prime. Probably took Chroma and made a few tweaks. Pretty lame.

Primed version is definitely an upgrade, fixed all the issues. He still looks very brawler-like, but more badass and intimidating at the same time. Design is complex and not boring at all to look at (check Banshee prime for boring design). There are so many details and i really like "pangolin-like" forearms. Though i have a strong Chroma Prime vibes from the way his armor looks, but it's still Atlas, very recognisable.
It's the 4th frame saved by it's primed version for me, after Limbo, Wukong and Equinox. Just coudn't force myself to use em because of their awkward look.
OG Atlas is designed to look like a rough-cut golem. That's why he is so oddly proportioned. It gave him a trait to call his. Now he just looks like a generic burly brawler, especially with Tekko.
