But thats still far ahead you. Maxing shields is probably the better option for you early to mid game.
I keep it at 1785 by the way, which equals roughly to 95% damage reduction
You might probably want some life restoring mods such as life strike, healing return, quicking thinking, winds of purity and medi-ray to trully get the full value out of it.

Well, enemy damage depends on their level. Do some science to it. Research it if your feeling trully matches the numbers. We are telling you the armor works.
Some may say what about iron skin and other similar abilities? Well they are more of a ability thing than pure armor stats, so those shouldn't count.
everything modding-wise is based on percentages, so build your warframes based on their inherent strengths.
I'd never put armor on Mesa, for example. But high duration, power strength, and efficiency as best I can, equals one tanky frame with her Shattershield, or whatever it's called.
but my Rhino, Valkyr, and Oberon are nigh invincible with armored agility and armor. Even in sorties and 2+ hour runs in WOT
