Which one is better?

As a raw damage mod, it will boost the damage of both the ISP and elements, so if I have slots for just one of these 2, which one would be better?

Prime heated charge will still give more damage overall... so provided you have enough mod space and you are not running an elemental enhancement sortie, it should give better results (unless you are going for the set bonus...)
