For example I picked Volt, Can I change it to excalibur?
If yes then how?

You could even say the whole game is about accumulating all Warframes and switching between them whenever you want.

Unfortunately, Excalibur is mighty hard to get, it seems. His parts drop on Pluto.

I kinda wish I started with him...

It won't be too difficult to get new Warframes just expect to either join a clan, kill certain bosses for parts, or other things like story quests:

Excalibur would be the recommended choice for new players generally, quite versatile and has CC with his Radial Blind which will make Junction Specters a breeze.

Volt is fine as a starter, just pick up excal once you get to Pluto. Volt is very very versatile as a frame and there's a lot you can do with him. No need to restart your playthrough at all.

Rhino is the first frame that you will likely build anyways, and Rhino clobbers all starters in early game, so it doesn't actually matter that much.

Volt can be easy or hard to get depending on how you feel about joining a clan (currently the only way to get him). Mag is super easy to get right now, and Excal is acquired later in the game, but isn't too difficult to get.

I started with Volt , he's perfectly fine. Excalibur is great but you need tons of mod to make it worth imo , Volt can always be useful to the team with his Speed and Shield and you don't need very rare mods to make those 2 abilities useful to your group.

Volt is tricker to use though , you can't just run with your sword and chop everything but it's not a reason to remake your account.

I personally LOVE Mag , she's a beast and as a starter i would almost recommend her , why ? She destroys armored/shield units , so anything other than Infested. And the first planets are low levels Grineer and Corpus , Mag can destroy them so easily with Polarize.

So the lesson here is , all 3 frames are great. Excalibur is the *hardest* to get only because he's on Pluto , which takes a while for new player to reach. That's the only reason , but as a starter imo he is not *better* than the other 2 , he's easier to use and fit in most if not all mission/enemy type compared to Mag and Volt who are both clearly lacking in power vs infested.

yes for example i have every frame in the game and can switch when ever i want. You however need to locate the parts, and build that frame which takes resources and time to do.

Edit:

all 3 starters are solid, HOWEVER

Excalibur requires the least investment to do well while Mag is great support she requires alot of high end mods, and volt i feel falls in the middle...

the hardest to get is Nekros. because not only does he require keys to attempt to get him but...the boss has bugged every single time i've attempted it >.<

You're good with volt, he makes and excellent support frame/CC with the proper mods. But if you want excal that bad, you could have someone take you to the boss on pluto to get the parts.

I'd take you, but I won't be on for another hour or so yet.
