Rhino is the first frame that you will likely build anyways, and Rhino clobbers all starters in early game, so it doesn't actually matter that much.
Volt can be easy or hard to get depending on how you feel about joining a clan (currently the only way to get him). Mag is super easy to get right now, and Excal is acquired later in the game, but isn't too difficult to get.
Volt is tricker to use though , you can't just run with your sword and chop everything but it's not a reason to remake your account.
I personally LOVE Mag , she's a beast and as a starter i would almost recommend her , why ? She destroys armored/shield units , so anything other than Infested. And the first planets are low levels Grineer and Corpus , Mag can destroy them so easily with Polarize.
So the lesson here is , all 3 frames are great. Excalibur is the *hardest* to get only because he's on Pluto , which takes a while for new player to reach. That's the only reason , but as a starter imo he is not *better* than the other 2 , he's easier to use and fit in most if not all mission/enemy type compared to Mag and Volt who are both clearly lacking in power vs infested.
yes for example i have every frame in the game and can switch when ever i want. You however need to locate the parts, and build that frame which takes resources and time to do.

all 3 starters are solid, HOWEVER
Excalibur requires the least investment to do well while Mag is great support she requires alot of high end mods, and volt i feel falls in the middle...
