Technically, it might, but it would require 299% Power Strength, Energy Conversion, and somebody else in the squad using a frame that can buff allies' Power Strength (like Nidus's 3rd ability or Equinox with the Peaceful Provocation augment).

Not that you should run with a Max Ability Strength in the vast majority of situations, but if you maximize it, you can reach 149.5% Bonus Damage by default. If you add in Energy Conversion, that can reach 174.5%.

If you have an Equinox in Day Form with Provoke, I think you could theoretically boost the damage bonus of Roar over 200%.

add in Nidus his 3rd ability to boost it even further and Im sure there are even more frames that can boost power with or without augments and the like.
And then there is that Aura, growing power or something I think.

In my opinion, octavia's amp is much better, because you can easily get a 400% buff with it

Yes, but that's not super relevant to the question. You can get extremely high damage bonuses with Octavia going well beyond 400%.

Except that Amp exclusively buffs weapon damage. Good for that, but useless if you're trying to buff warframe abilities.

Theres a difference between those. A fundamental difference.
The topic was "how do I get enough power strength for rhinos roar to buff my damage by 200%?". Nidus link increases power strength. Void fissure buffs can increase power strength.
