Where do you go to buy the syndicate relic packs?

You don't need to go to a relay to do this, by the way: syndicate offerings and rank-up is available in your ship, on that little console just between Navigation and the Codex.

i've being farming relics this way for a while now. i have the 3 syndicats on the right side and since loca and perrin gain from each other i use the sigil to gain rep in 1 of them and i gain standing in those 2. all the extra standing goes to relics. good way to get relics passivly while farming other things!!!
