You seem to have done all that's possible for your Windows Firewall, all that's left is the router.I'd check to see if 'UPnP' is enabled.
Other things you might want to check: Anti-Attack, Anti-Spoofing... basically stuff that's supposed to prevent hackers / DDOS from getting past your router. You might want to turn those off temporarily.
As a last resort you look for something that's labeled 'DMZ', and set your PC to be in the DMZ.
This bug has nothing at all to do with ports or anti-virus. Usually it occurs when the server becomes unstable in my experience or your ISP is having issues in your area. For some reason the game prompts you with this bug. I have also had it occur once between an update where it happened immediately after update and vanished after the following update. It simply blocked me out of using dojos/relays for a while but could play normally otherwise and had nothing to do with my end. It will likely resolve on its own after some time. Also try shutting your PC down and doing a cold boot (not a restart) and repairing your client to see if something corrupted in memory.
