If you picked one of the others (hopefully Excalibur*) you can't just switch to Mag right off the bat. You can switch to her eventually if you want, once you get to the point where you can farm her parts and build her in the foundry.
Eventually you can/will build all of the frames so it really won't matter too much who you chose as your starter frame.
*I say hopefully Excalibur only because his farm is locked all the way on Pluto so he will probably be one of the last frames you get from the star chart if you didn't choose him as a starter frame.
Half of the warframes are male, half are female. They all come from different, unique sources.
Check out Warframe Wiki and look up the frame you want, it'll tell you how to get it from there.
Frames are like guns, swap at will outside missions. Gender is ... sort of a human application based off whether the frame has a female or male chest cosmetic. That is really all it means.
