if you have not done your direct X fix so directx 10 and 11 works go google and patch it
most windows games still use direct x 10 and 11
for this reason all windows 10 userrs, if not done,
need to patch fix so they can use the directx 10 and 11
since without patching it it will be broken after first install
if patched then directx 10 and 11 shoudl work mostly
we might see support for direct X 12 at round 2018, 2019
most game still will keep directx 10 and 1 support anyways
can you post the content of files C:\Windows\Logs\DirectX.log
and C:\Windows\Logs\DXError.log
?

the file got replaced, but warframe launcher is still a mess.
looks like their offline DXRedist is corrupted
argh. i've a ticket open to Warframe but their IT guys are brainless monkeys (try to delete a folder from PS4 folder... WHAAATTT? it's PC/STEAM dammit!)

C:\Users\USER\AppData\Local\Warframe
Delete the warframe folder ,then start the launcher ,click the icon for settings/options around the X button ,then deselect Direct X 10 and only leave 11 ,unless you GPU does not support Dx11
start the game and you will have to redo the Video and audio options ,even the hotkeys
for games and steam
if you use them UAC might be messing with you!
simplest work around:
install steam and games in like C:\games or other drive
UAC= User Account Control= User Account Crash
There must exist a way to fool the launcher
as like my original hypotesis, the Directx Update package that comes with warframe looks "damaged" and/or unable to complete the (most of times unnecessary) update.
Once the Dx redist fails, the launcher halts any operation.
Facts:
looking at the Windows system registry (browse HKEY_CURRENT_USER\Software\Digital Extremes\Warframe\SteamLauncher) you can see a lot of entries ending with ".cab".
IF one o more of them is missing the right value (an HASH value, the algorithm is unclear) the Launcher forces everytime the DxRedist install.

the article is from 2016, but the values are still working (on my fresh re-install of warframe)
i built myself a custom .reg script containing (use notepad and then rename to something like warframe.reg, then execute it)
Warframe now won't force a DXredist update with the broken package.
this isn't a problem with warframe either, the majority of even new games will need 11 or even 10 to run. also, if your rig is new (or frest set up) there might be other "essentials" that you will need to install to - though the game usually does this on its own (Dx is the exception here - at least with the newer windows OSes).
oh, and download the directX install-routine only from microsoft.
also, a one minute google querry about this would have told you this... but ofc, YOU have to wait 4 days - doesn't that sound a bit silly to you?
If the game enforces a DirectX update with a broken package, no system will be able to update.
I had the issue for 3 days before i became aware that my PC was clean, while the DX bundled with warframe was corrupted.

Ive got this feeling that it was some kind of routine check fail, but I wouldnt have been able to hack the launcher that way!

sure, DE could just put the correct ones into the steam installation, but then again, we all know how long it takes steam to "update" those.
anyway, i had the same problem after i switched to win10 and didn't even bothered to let any game do the installation of most the needed files for running on the new OS - that isn't only about Dx, but others as well (.net or visual C++, visual basic, etc...). this the default way for everyone who uses a new OS since win95 days - that, or you'll have to wait till you get spoonfeeded by the developer (which can take quite a long time, if ever it happen at all).
anyway, the OP did get it working in the end, and might have learnd something on the way about fixing such simple problems too.
good one you mate, but it would be nice to actually describe here what you did in the end for any one else who (hopefully) search about this problem when it arises.
and again, the files are not corrupted, they where not for use in a windows 10 environment - the only reason tousend of other player did not stumble upon this problem is likely because they had already installed other games that delivered a correct version of the directX installation and the wf-setup just skiped them... that or they done it manually after getting win10 up and running like i did - like i said above, that prevents a lot annoyance with programs not running (or even installing) correctly.
