Nope, they changed that. Now you just get the blueprints and you're done with it.
Parts blueprints are farmable in specific types of missions or may be tied to a boss, like Ember or Saryn. So you have to farm those until you get all the needed mats and part blueprints. For details for each frame you are interested in, you'd have to check wiki.
Sometimes, frames are locked by quest sequence, like Harrow, or sometimes you have to buy the quest from a Baro, like for Inaros. Gara quest can be started in Cetus, it's not locked by any sequence, I have completed it very early, just Gara is not on my frame priority list right now.
