The Pandero is more of a crit weapon (15% Status, 30% crit chance + 2.5x Mult), whereas the Marelok is more of a Status Weapon (30% Status, 15% Crit, 1.5x crit Mult). Either should work fine, but they do different things well. 15% Status is enough to build the Pandero for a hybrid crit/status build, while the base Marelok is more a status weapon because of the lower crit multiplier. The Marelok has to be researched at the Grineer Lab, or you get the better Veykor Marelok from Steel Meridian, so the requirements to get them are very similar.
Its mostly a personal preference for how you want to mod it. With Barrel Diffusion + Lethal Torent + 2 Status Mods, you get 67.4% status which is pretty good. That still leaves space in the build for Primed Target Cracker/Primed Pistol Gambit (for crit chance) and Primed Heated Charge (for damage). If you wanted a full crit build, you could choose to replace a Status Mod for one of the more exotic crit increaser mods (Hydraulic Crosshairs/Sharpened Bullets) which would result in 53.6% status. Adding Creeping Bullseye gives it 100% crit chance, but there is that fire rate penalty of 36% to consider. Given that we have Lethal Torrent in the build, the fire rate penalty doesn't really matter too much.
The thing to note here is that the Pandero is an end-game weapon, so eventually pure damage/crit builds will suffer vs. armor which makes Hybrid builds better imo.
