Well even my soma prime with an endgame build with 4 forma struggles against lvl 100 enemies with high armor.
If you get to that point or not is up to you, being good isn't something that is locked behind a Mastery requirement or a weapon, it's locked behind dedication and effort.
Hitting everything is not so useful when the weapon itself deals no damage. Warframe is about mods and properly building something moreso than it is about skill. So yeah, with the proper mods you can make almost any weapon good, but it takes a long while to get them.

Putting 8 forma on a weapon so it deals decent damage to certain lvl enemies is NOT being good...
The dedication and effort he mentions is just Forma and Catalysts, as well as high leveled mods.
Build for crits AND status. I recommend not to put heavy caliber on it cause that will make the weapon very innaccurate.
Mine shreds lvl 130 corrupted heavy gunners with just a few bursts.
