negative platinum

my account has been "restricted" due to a negative platinum balance. I have went to my account on warframes website and it says i have -946 platinum. Am i able to buy 1000 platinum and be able to play again?

No, the exact reason why your problem occurred is because you very specifically did not "buy plat from warframe"; you bought it from an unauthorized third-party dealer who had no right to be selling it in the first place. It's pretty much the same principle as pirating a copy of Photoshop, or getting your prescription migraine pills from some shady dude in a back alley.

TL;DR there are three possibilities: they bought platinum with money then canceled the charge; they used some sort of hack/exploit to give themselves platinum; or (probably the most likely) they unknowingly traded for platinum from somebody who did one of those things.

I don't have a problem with the person who broke the terms of service getting punished but it's incredibly draconian of them to punish innocent players who just made a trade.
