Snipers in general are kinda "meh" in this game. Few rooms are large enough and clear enough to benefit from them, meanwhile compared to bows, they just don't have the same advantages. Bows are innately silent, tend to be more accurate both while aiming and hip-fired, and deal more damage.

...And then they made the snipetron vandal available again through sorties despite the snipetron being "lore breaking" and it's now permanently available from the invasion system. So any real justification for the regular snipetron's absence is sort of shot in the foot
While nowhere near as powerful per bullet as, say, Lanka, Snipetron still can be modded to pack quite a punch.
