Limbo is complicated, damn effective once you know how he works, but not easily explained quickly.
Loki on the other hand is dead simple and most of what his claim to fame lies in his Invisbility (it's exactly what you think it is.) and Radial Disarm powers. Though don't forget you can Swap Teleport with your Decoy to get around spy barriers.
Mastery Rank is based on mastery xp and doing the tests (one attempt every 24 hours, so go to Simaris on a relay to pratice the test before you attempt it) mastery xp comes from leveling something to 30, and from clearing nodes on the star chart. Point of importance: you only get mastery xp from a given weapon/frame/companion once, so you can't forma the same gun 50 times to get to higher ranks.
MR does a lot of nice things and as Kaiju said, getting and making easily accquired items from the market or Dojo can help you get started.
A few things you can just buy fully built for credits on the in game Market: MK-1 weapons, Braton, Lato, a few others. Other then that, get materials, buy BP's, build stuff.
