And for rifles it's worse, you have to go through all the trigger types as well as damage types and special weapons too.
I can say that the best electricity-based crowd control rifle is the Amprex.
Although it definitely looks like its damage is garbage on the store, the Amprex is probably one of the best crowd control weapons you can find once modded for crit.
Paper DPS is different from actual DPS, so that 7.5 electrical damage weapon holds more potential than what its stats show.
It will take multiple formas to fully realize its potential.

The two elemental mods at the bottom right corner can be swapped to deal with whatever faction you are bringing it against.
