Last I checked, no. And I can't think of any non-prime blueprint that you can trade. You can trade Broken War's Parts though. They're listed as "War Hilt" and "War Blade" on Warframe Market.

i got 50 dreads 2 broken wars and wars plus various war blades/hilts but not despair. i want despair sooo much

you can trade archweapon and landing craft parts
you can also trade wraith amd vandel weapon parts
