Vitality, Steel Fiber, and Redirection are probably already in your inventory. Other mods will depend on how specifically you want to play him.
As for where to get them, I recommend checking the wiki.

Syndicate mods are for very specific builds. Given that the OP hasn't said anything about what kind of build they want to run, we kinda can't recommend any.
tbh the augments for rhino are actually pretty good.. atleast 2 of them the 3rd one is okayish and i didn't found any use for the 4th.
this right here is either disingenuous or woefully obtuse. you and i both know the OP was asking for advice on how to mod rhino.
Agreed, the first 2 are a must for iron skin builds. the 4th one is okayish (it would be better if it scaled with power strength but that doesn't seem to be the case). I have yet to find a use for piercing roar.....
keep in mind the Base Health from iron skin is 1200 and reinforced stomp is restores 80 per affected enemy. If both are cast under the same condition you'll restore always 6.66% of iron skin health per enemy.
If you use ironclad charge aswell and setup an iron skin with an very high health at the beginning of the mission and than use stomp without the buff from ironclad charge it's possible that it'll only restore ~2% of the iron skin health or even less.
