Octavia is a well balanced Frame. Your 1 only deals [Damage Taken x Multiplyer] so it is good to have a maxed duration.
My 4 Forma Octavia has a 45s duration for 1 + 2 + 3 and a 65s duration for the Ult.
Max duration also helps with the Buffs from your 3. From me, Players get 32s stealth.

Her range is abysmal while her duration doesnt scale much. Sure you will get more small scale dps out of that, but not overall. Her hammer base range is 10 meters. Remember attracting more is adding more. You might as well control the field in the process.
you throw down 1 and cast 4. double range which covers whole rooms and since it only deals dmg in line of sight, range is the least important stat

I wanna know what map you're on because npcs shoot farther than 20 meters. Also Keep in mind thats 20 meter "diameter" Not radius. its only 10 meters to the left or right.
i'm not saying range is unnecessary, but i think it's the least important one.
if I want to clear whole maps on the spawn there are better frames, i.e. saryn/banshee
You need a bit of range for your Metronome and your AMP
And like GnarlsDarkley said, Mallet damage is only "line of sight" from your Mallet Center
Mallet deals 0 Damage if it takes no damage, so a high duration equals a Higher Damageoutput since your Mallet (in its lifetime) can get shot more.
the balls charm is just as small in range and based on diamter.
