Due to this fact the corpus have invested heavily in automated and mass production of drones and moas. They have also dabbled in respawing and memory injection allowing for artificial bodies to be manufactured and data downloaded directly to their brains for maxmized efficiency and minimal training (hence the massive servers on their ships and pods)
so why wouldnt the orokin also use cloning on the corpus. since all the crewmen share the same face... also our operator does mention that the corpus only use proxies. so maybe the corpus board are the true corpus and use machines and clones as proxies for their forces.
(bonus theory. i do think some remaining orokin are still alive and are behind the corpus. but these are just my guesses on some wf lore)
well tbh maybe when DE decides to focus on the corpus factions lore maybe we can get some real answers.

My best guess is that Corpus cannon fodder indeed are not paid. Rather, they are bred and trained like dogs to be unquestioning and unwavering servants. They are so dedicated to the Corpus cause not because they are well-paid, but rather because they are molded from birth to be as dedicated of workers as the Corpus' robotic proxies are.
