That's Orokin written language. It was introduced in 2nd Dream quest. It's some sort of "Antivirus" against wrongdoers. I don't know how to explain at the moment, so refer to utube for the full translation of both versions of the message: the short and the long.

It was a program introduced by Margulis.

I have all of the quests completed, and all planets unlocked, and all missions completed (126/126 or smth like that)

Long story short, it's a very old message from before Second Dream was even released, and its contents simply give some cryptic hints at what Second Dream would later reveal about the true nature of Warframes.

But ... the text in the video is not what I received.

I received a 2 line text, in the video there's .. quite a few lines.

Also, why did I receive it just now? I've finished the second dream quest a long time ago.

edit: well, since no one knows, I'll just understand that I have to deliver a certain ring to a certain volcano and cast it in the lava.

I said it was from before Second Dream was released, not that you stop getting it after you complete Second Dream. It still randomly occurs completely regardless of your progress in the game.

Are you sure it was just two lines? Pretty sure there's no other messages of this nature. It takes a few seconds for the entire message to display.

Is a permanent easter egg introduced WITH the 2nd dream quest about December 2015. Will appear in your screen randomly once in a while. I'm not sure if those who didn't do 2nd dream get it but it keeps appearing forever. Again, permanent easter egg. Croquemorttime posted the right link to find out the translation, btu is also at the 1st vid I linked.

You simply got the short version at that pic, which is rarer than the long one. I'm among the few around that can recall there is 2 messages: short and long. Everywhere is the long, but the short has similar intention and use.

at first if i recalled there waas a really slow version but they are all the same... on feels faster at loading than the other... i think that is what happened so it is the same text in which you already answered the question in an earlier statement

I always thought the short was just that the long message took longer than the loading screen time to display and was cut midway...
