Cannot combine arrowheads to arrow shafts even with Crafting 2?

My character has a natural Crafting of 0, but gets a total bonus of +2 from various things. He can craft normal arrows by click-and-dragging an arrowhead onto an arrow shaft. Recently, I found Explosive Arrowheads. I have tried to click-and-drag this onto an arrow shaft, but I get the message "Craft too low".

All the walkthroughs I've consulted have shown that Craft 2 should be enough to attach an arrowhead to an arrow shaft for crafting.

Am I missing anything? Do I need to invest in Blacksmithing, for example? Or read a special book?

For an explosive arrow, you need Crafting 3.

FYI, crafting normal arrows is a waste of arrow heads. Arrow heads are used to make the magical arrow heads using the proper ingredient.
