So a fire arrow in to a poison cloud should work?
Where do I see rain as a skill? I'm at work, but will check it later.

Don't use fire arrows outside of combat; if you don't have any fire spells, or Staff of Magus with a fire staff, a burning candle tossed into oil or poison will ignite it (there are lots of candles in the tutorial dungeon you can loot).
The man at arms skill Divine Light will clear surfaces and clouds, within its area of effect (cone from the caster). The air spell Tornado will clear surfaces, as well, but is a high level spell.
