Door to Cove Harbour won't open with Pontius' key

I defeated Pontius, got the two key, but still can't open the Cove Harbour door. I used the character that has the keys to open the door.

As you can see in the log (bottom right) I have the two keys (Pontius' Key & Black Ominous key). I tried with all characters to open the door, but it won't budge.

I checked all forum entries, Googled walkthroughs and watched several YouTube videos. But I cannot find a way past this door with the key.

Any suggestions?

Otherwise I will have to use a lockpicking scroll...

Not Pontius key you need........Possible Spoiler If i remember correctly, the key is in the pirates office there. Also a secret entrance to another section accessed by a lever that moves picture off a switch in that room.The secret hatch is revealed under barrels to to the left of the gate/door in the office after lever reveals the switch on the wall

Been there; done that. I also have the Black Ominous Key (as stated in my first post).

Should there be another (a third key)?

Yes, it is in the office , always showed up for me by pressing ALT key.
Cove Harbor Key is what you want and it is just to the right of the iron grated gate on a stack of books or the desk.
