Charlene missing??

I found the letter for the quest "Tom the wannabe adventurer". However I am unable to find Charlene to turn in the quest. Mayor Cecil's office has only Mayor Cecil, and the first floor library has only Victoria. I am pretty sure I have not killed Charlene. Any ideas?

In your latest save Charlene is in the library, standing at the top of the stairs, presumably obscured by your party when you checked.
