Wrong.
Some items don't combine due to a bug. If you have two separate stacks of, let's say, broad skulls on character A, take one of those stacks to character B, keep splitting them until there are multiple stacks of one item each, then right-click each of them and send them back to character A.
Alternatively you can right click the item stack and click split.
There is a new crafting menu that pops up when you right click and item and select combine/combine with. This is only if you are using EE edition. put the two separate stacks in each box and click combine.
You are able to split with shift+drag while in the crafting menu.
