Hold the middle mouse button down, and you can move the camera through about 60 degrees, by default.
In the Game section of the options, there is an 'Unlock rotation' option in the 'Camera' section, which will allow full rotation. There is a warning if you enable this, since it will expose some minor graphics issues (for example, looking at the outside back wall of the King Crab inn, you can see the glow from the fire in the fireplace, which can not be seen at the default angle) Issues like that were not fixed since originally the camera was at a fixed angle; and then later some rotation was added (a bunch of small things were cleaned up for the Enhanced Edition, and the camera changed to full rotation by default).
