As for the repair hammer, I've only made use of it a few times - it doesn't appear to have any kind of use limit on them. I carry 2, just to be safe because you never know.
Whetstones are extremely rare but they have the same effect as using whetstone wheels found throughout the game world, so the lack of them doesn't matter much.
It's misleading because if you click a whetstone wheel, the PC says something like, "hmm, if I only had a whetstone" which made me think I needed both.
But I learned later from trial/error that I could drag metal weapons to the wheel and have them improved.
