Chest on Cyseal Harbour

Alright, I'm stumped. There's a rope blocking me from this chest. Am i supposed to burn it or something? i just discovered i can stab at the ground but i'm confused as to what to do here.

You need Telekinesis to rank 2 to be able to pull the chest :)

Example.

Except if you use something reasonable, like a knife or sword to cut a rope. Or try to figure out how to jump.

It's the rope that's the problem. The chest isn't locked

It's rather unintuitive and feels really forced, I must say. You cant cut or burn or jump the low hanging rope; these would be the obvious expected solutions.
