how do you make cloth scraps?

To my knowledge, you do not, and they only sometimes are sold by certain merchants/citizens. Savescumming ahoy, unfortunately.

You can buy them from vendors, find as drop- that for sure. About making... Have you tried something like Robe + knife? (just guessing) If not working, I think you need to buy them.

Tried robe/sarong + knife or shears, but apparently it is not working. It should be implemented, it makes so much sense to combine any clothing with dagger or shears to produce cloth scraps. Just like you make leather scraps from leather + dagger.

yeah, cloth scraps need to be craftable. Makes no sense.
