Chest in Boreas' treasure room
How do you open it? Clicking on it says something about it being carved in strange runes.

The runes are fairy runes. The orc librarian in Cyseal (mayors adopted daughter) sells you a book which enables you to translate those runes.

The book is titled something like The Language of Faery and Hiberheim is in the land of Faery.

yeah, but how the hell are you supposed to know you're supposed to even look for a book? Let alone know where it is

When you open a trade window with Victoria the book is in there and is described when mousing over it. When you get to Hiberheim all you have to do is remember she has the book and rift back to Cyseal to buy it if you haven't already bought or stole it.

but they are two completely unrelated areas/situations. There's no reason you ever necessarily would have traded with Victoria in the first place.

But as the game's loading tips advise even the humblest peasant may have something of great value. So I look at their inventory whenever I talk to an NPC with the trade icon. And the quests don't all start and stop in the same area so prudence says pay attention to little things because they may have relevance in other areas. That has been true in most RPGs I have played since the 80s. So it is an automatic in my playstyle. It is not imperative that you open every chest and complete every quest to finish the game. So you can miss a few things and still get to the endgame. Some games have you backtracking so much that you feel like you are taking two steps forward and one back constantly. Just relax and enjoy and don't fret too much about not opening a chest/vault/t that is not essential to progress.

A library isn't an unreasonable place to look for knowledge about runes. You could argue whether there is enough to point to the runes if you never took note of an expensive book Victory was selling, but it isn't completely unrelated.
