Almost every merchant can identify. Some are at the Cyseal marketplace for example. Just open the barter menu and at the bottom you can choose the identify option.

If you want your character to identify stuff you need identifying lens and points in the ability.

You can trade with any NPC, but merchants will usually have much more in their stocks. If you don't have the tools to identify items, you can identify from the barter menu (which is that icon on the left in conversations).
The ability to identify that LordCrash alludes to is loremaster. Boost those stats, have the lens in your inventory, and you should be fine. You'll need to boost that ability periodically but it's useful anyway.

Merchants who can identify have the magnifying glass at the bottom able to be clicked. (If it can't be clicked/is greyed out, that merchant cannot identify).

To use this feature at a merchant, just click the magnifying glass button and then click the item which want to have identified. A popup will come up telling you how much it will cost and if you accept the cost the item will be identified. you do NOT need to move the items into the trade window for this.

To identify items yourself just get an identifying tool (looks like a magnifying glass) and have it in the inventory of a hero. Then, to identify something just right click the item and select identfy from the menu OR use the magnifying glass and then click the item to identfy. You need a certain rank in Loremaster ability to identify any given item, and the tooltip tells you what rank you need if you are unable to identify it.
