That's why we should have the OPTION to extend our actionbars...
Unfortunately I'm not a programmer, why else would I request this in the forums?
Right now i always pull out my skill window and browse through during combat.
Once translated to what are really those anwers, then it becomes obvious they are weird answers.
The simple answer is just they wanted it compatible with smaller screen, and didn't want spend the extra cost and time to do more than scroll among 3 action bars.
There are turn based combats and turn based combats, some will involve frequent actions repetitions and only analyis between sequences, some require more some analysis at each action. The game is a bit more in second category so anyway will tend have slow paced combats.
To temperate the problem try setup your tactic and strategy at begining of the combat and when doing so you setup carefuly the quick actions for one action bar. Use a second action bar dedicated to exploration mode. And eventually the third will be for actions you never do often in combats but most often do once or twice during combats.
With that approach start the combat is some tactical and strategical planing, you adapt accordingly you combat action bar for each character and then the combat is fater paced.
