Black Cove Puzzle: How to figure it out?

I'm at the point in Black Cove where you come across that chamber with all the buttons or levers. I've pressed them all and they seem to do a whole lot of nothing. Where am I supposed to go from here? Are they meant to be useless or am I missing something?

On the right side of the skull (as you are looking at the skull), there are stairs. Down those stairs are a beach. To the right of the stairs, that is the right as you would be looking as you go down the stairs, there are bushes. Go towards and through them as far as you can, and you will find the blood-stained button, push and enjoy
