Homestead/Hall of Heroes - can't get to where you hire people/send stuff(where is it?)

Yep, just can't get there.

Definitely been there before, but could even be on my first playthrough. I restarted not too far in, as I had 2 warriors and no archer(and I wanted one).

I'm level 20, right near the end. Cleared Phantom Forenst and just starting Bellegars Maze. Looking forward to a second playthrough, but would like to know what I'm doing wrong/or where it is/ or what's gone wrong for second playthrough.

I think I might be misunderstanding you. When I teleport to the End of Time, I go down the stairs to a statue (with the air, earth, fire and water symbols near its base). I go a bit further then to the right and up a few stairs to another portal. That takes me to the homestead. Is that what you mean or are you asking something else?

If I teleport to The End of Time, the only place I can get is The Imps observatory. There's only one portal that shows as working, and that says: Forbidden Zone. If I click on that though, the party just says it doesn't appear to be working.

There should be a place where I can hire people, and send stuff. I can't, or don't know how to get there.

At level 20, you should have many portals opened.
The portal called Hall of Heroes, top right of End of Time is where you need to go to hire henchmen.

Using blood stones should open more portals, everytime you go to End of Time Zixzax talks to you offering you to enter the newly opened portal. Just find him.

Same problem here. After finishing all investigations regarding jakes wife the healer's apprentice has already been gone :-/

1 look at your map when you are in the area with the Forbidden Zone portal. Then check a mark point named Hall of Heroes. If it's here go to it and you'll find what you search.

Otherwise follow Nico suggestion ie find Zixzax and talk to him until you get Hall of Heroes shown on the map.

Last point is perhaps the quest about the attack of Homestead has started then you must finish it first.

Think it's a glitch, like t0a5ted said. Been back, run through every dialogue with Zixzax, and nothing. Must have been the first playthrough when I went there. Seems fairly sure I haven't this time now. Oh well, could do with knowing how to avoid it next time.
