I don't think it's useful at any point in the story. I'm way into Luculla Forest (second map, about 50h in now) and had no need to pickpocket anybody.
They might have something valuable to sell on them? Well, paintings, gold cups and dropped loot gives me enough gold to not worry about it...
It might help in some quests, e.g. stealing a quest item only they have? Well... it's not needed to pass any of them so far.
So no, I highly doubt it's worth picking up and I'd rather always spend those points elsewhere.
don't worry, he's not needed to finish the quest. You'll find the weapon up northwest and bring it to mayor.
You can kill 100% of all npcs and still finish the game successfully. The game was designed with that in mind.
You can still finish the quest just fine. The Captain gives you a clue on where to look.
But so long as you travel everywhere and fully reveal all areas of the map you will find it just fine.
