you can buy items from anyone. Investigate around town, particularly in the shopping area.

There's 6 different vendors in town that will sell you skill books.

Yes, in Cyseal:
Water/air books from the NPC next to the guy painting a rooster in the market.
Expert marksman books from the NPC on the other side of that rooster painter.
Fire/earth books from Arhu, on the second floor of the legion headquarters building (east, north-east part of town).
Man-at-arms books from the legion commander, in that same building.
Witchcraft/scoundrel books from the NPC on the second floor of the kingcrab inn.

The ship captain you talk to about the staff of perga-whatever sells a few random ones too, as does Thelyron. And you will meet more vendors as you progress.

You unlock elementals in the Homestead that will sell you Fire/Air/Water/Earth depending.

You can also turn your scrolls into books, by crafting them into blank books of the respective element/school.
