How do you use the Golden Grail?
It states it can turn turn items gold, and yet I cannot find any way to do this?

Similar to crafting. Pull the grail over a piece of armor in your inventory. It only works with chest armor, boots and bracers.

Oh OK. I assumed it turned anything in your inventory gold as the description seems to hint at that. Thank you. I was trying what you said, but nothing would happen.
Just fyi, something does happen.

-You can't do it to every item, only certain armors and the like (I can't remember specifically which because I almost never use the Chalice). If, when you drag it on top, it swaps places with the item, then you cannot do it to that item. If a craft window pops up then:

-You will see either the item in the left window, and the "new" crafted item (usually labeled "boosted" + name of item) in the right, or you will see the chalice (left) and the new crafted item (right), depending on which one you drop onto the other. Worry not how this is displayed, it makes no difference. As long as the craft window pops up, the item will be "enchanted".

-Note that once the crafting is done, there is no visual change to the item, nor does it adopt the precursor name "boosted" like the crafting window says. Not sure why, seems a bit unintuitive (oversight), but there it is. Trust me though, it worked. The way you know is to check the selling price of the item (displayed in its tooltip when you mouse over it, bottom right corner) before you drag it to the chalice, and then check it after the crafting is done. You should see the value go up a hundred or so coins (or more).

check the value before and after using the grail on it, it should be +10% and more ! (but only the items which could be dyed)
Some armor changes a few details when you equip them. Turns stuff that's red or whatever, yellow. Just not in your inventory.

Should I wait and put it on better gear? Will I get more cash? Meaning, does it increase by a percent or flat amount?

I don't know if you still need the information: the grail can be used over and over again, so it's handy to increase the value (by around 10%) of some items.
