Where to buy/find a Tornado Skillbook?

Keep trying, NPCs change their stock everytime you level up. Also, the higher level you are, the more common the high level spells will be on their stock.

I'll trade you a tornado skill that my char's can't use yet for a piecing ice bolt that they can... I just LOVE random loot systems, I just love them TO DEATH!

You can get a kickass ring that casts piercing ice bolt, you know(fixed loot).
Also, you can summon an ice elemental, who can cast it too.

...I would appreciate the name of a specific vendor. The only NPC I can remember with wind magic is back in Cyseal, and I've reloaded several times and have yet to see a Tornado skillboook.

Random means random. You're just getting the nasty end of the random stick.

Also, just as a note, you have to do the save / reload after an inventory refresh (level up, apparently), but before you open the store again.
