Yeah, just make sure you have the character selected that has that talent when you talk to an animal. There's a few quests and a lot of animal hints also that you only get from taking this talent so you definitely should get it on one of your characters.

Oh... Not sure. Vendors seem to get pissy when you talk to them on side-characters. Might want to put it on one of the mains just to be safe.
This guy acts as talker, barterer, animal friend and does the "face" of the group.

I was planning to put pet pal on the ranger we meet in cyseal, as for role playing point of view, this seems normal for a ranger to have this ;)

I feel like if it would have worked they would have simply given it to her from the start. I mean FFS she was raised by animals and the only reason she wouldnt have the skill is companion limitations.
They also can not learn Know it All or Stench, since the opinion drop is pretty much irrelevant to them.
But Bairdotr comes with stench.
Some of the henchmen come with Stench and Know it All, as well, since they were designed by kickstarter backers before some of the talents were changed and that restriction was added.
