Report a translation problem
I have destroyed the elemental staff with a non-player character (Jahan) but the elemental spoke to a PC afterwards, might that be the problem?
Any way around this except for loading an old save game (the most recent I have where the staff is not yet destroyed is prior to the fight with the Conduit's lackeys and I will not replay several hours in Hiberheim).

If it doesn't prompt me, double, triple, quadruple check every icon and name of every item in every character's bag. Then I would go back to the forge and talk to the Fire elemental again in case I only imagined myself talking to him. Then I'd go back to step one, again. There's literally only a handful of possibilities and outside of those, it would be hilarious if you just dropped it somewhere like trash trying to organize your bags.
Alternatively, it's only HOURS in Hiberheim because you had no idea what you were doing. When you replay it, the exploration takes a few minutes, because now you already know where the key areas are. The only time consuming portion is re-engaging hordes of Immaculates and wolves, and even that isn't a big deal because they're pretty weak. Just man up, it's only tedious in your head. Jake's murder only takes like fifteen minutes when you already know who you have to talk to.
re: Re-playing Hiberheim - this would have taken me hours, the three big fights alone took me several tries (Conduit demons, King Boreas & The Guardian) and I really would have hated doing them again.
