How do you get Whirlewind and Dust Devil?

I'm level 16 and have been buying, then wating till they respawn, and rechecking the guard captain guy who sells Man at Arms books, the guy in the bar who sells them and the fire elemental.

I have still NEVER seen one for sale or drop in the game. HOW ON EARTH do you get those skills?!

shopkeepers stuff only respawns after each level you gain, I'm pretty sure depends completely whethey you are playing classic or enhanced, I'm not overly sure if the restocking changed into enhanced edition.

If you have a whirlwind scroll you can craft the skillbook. I always got the skill book by the time I got to the mines either as loot or bought.
