Improved Cloth Armor

I am trying to make some improved cloth and leather armor. Cloth never worked for me on every save I had, with mods or without. Improved leather works only with the mobile kitchen, metal scraps don't do anything.
I keep trying to combine leather scraps, or metal scraps on robes and nothing happens. Or even try to apply it to cloth boots still nothing.

Am I missing something to enhance the robes? I have the crafting requirements, and there is just a message not equitable if the item in on the character, in the inventory they just swap places.

robes are not cloth armor. they are robes. sarongs are also not considered cloth armor. cloth armor specifically refers to items which are called 'cloth armor'
