anyone knows how to make a charm arrowhead?

Also, when u put items together to make an arrow head in general, do u have to have at least a points in crafting?

The crafting requirements vary, some crafting will require 1 point, other 2, and so on.

Another element is also that some crafting results are dependent of your crafting level. A typical example is crafting a bow with craft level 2 produces a better bow than with craft level 1.

I don't know for your specific crafting, I like search myself the recipes, but perhaps it's in the wiki:

Charming arrows [crafting 4] = Charming Arrowhead + Arrow shaft

As far i could find there's no recipe for the fire arrowhead :/
Fire arrows [crafting 1] = Fire Arrowhead + Arrow shaft

Charming arrows are great. Don't forget to be on the lookout for +1 or so crafting gear (if needed) especially if you don't want to gimp on combat and other skills early on.

Also, I found the Charm arrowheads rather sparse in my game so I always bought them as I came across them, even when unneeded. I didn't reload vendors etc. in hopes for a lucky hit. Given Charm is rather powerful, it is good they are limited, though.
