Arrow Spray Skillbook - Where and When?

I read this on the wiki:

The Arrow Spray skill book is not sold by any merchant. One obtained as one of three rewards that can be chosen after solving a certain puzzle dungeon, exclusive to Lightning Bolt, and Eroding Strike.

Where and when can I get this skill? I'm level 16 and haven't seen it...hope I haven't missed it.

The wiki is wrong (now?) you can find it in Homestead Air Elemental Shop.

I'm quite sure also for Eroding Strike, not sure where.

For the puzzle it is in a cavern which is in the area where is the second Elementalist town.

Unfortunately I chose the Fire Elemental portal for the Homestead many levels ago. That's the only elemental I can visit.

Is there a way to open the portal to the Air Elemental Shop or am I stuck?

Yeah find more stone, at level 16 you could have found enough for having opening already two elemental shops.

And the puzzle? You already did it?
